In addition to producing the Shetland Partnership Plan for the whole of Shetland, the Partnership is required to plan at a more local level for communities experiencing poorer socio-economic outcomes. Locality Plans provide a framework for communities and partners to identify priorities and develop locally appropriate responses.
The first Shetland’s Islands with Small Populations Locality Plan ran from 2020 to 2023. Following a review of socio-economic evidence and engagement with the communities, a second plan for Fair Isle, Fetlar, Foula, Papa Stour and Skerries was agreed in March 2024. It runs to March 2027 and is supported by island representatives, island-specific Issues Logs and regular engagement with service providers and senior managers.
