What is Community Empowerment?

The Community Empowerment (Scotland) Act 2015 is legislation that aims to empower communities through:

  • Ownership of land and buildings
  • Strengthening their voices in decisions about public services

The Act received Royal Assent on 24 July 2015; however, the different parts of the Act are coming into force at different times.  In most cases secondary legislation (orders and regulations) and guidance need to be developed before the legislation can come into effect.
